I found an old msi for it. It was called the Harvest Administration Assistant.
With Harvest 7, there was an admin tool available that let you modify processes and states across some or all of your projects. Not sure if it's available for 12 or not. Might want to contact CA and see if this is still available. I will see if I can find what it used to be called and I'll post that here.

I have not seen this capability in my limited experience with CA Harvest. I also did not see anything in the documentation either. I will tweet this question out and see if we can get folks to comment on how they handle CA Harvest administration of projects and groups as you describe.
