
Yes, its true that make sure the installation was done with administrator permission (run as administrator). Delete the .cascm folder in your user directory and let it rebuild the configuration settings.
I'm running windows 7 and i install CA SCM version 12.1 but every time i click on New Broker connection nothing happens. The window never pops up to enter the server information. I've tried using the menu ->connection -> New broker connection but same things happens. I've now reinstalled 4 times any ideas????

At a guess, Workbench can't find PEC or one of the other native components. Can you run the command line utilities successfully?
Also check the ".log" file in your workspace metadata folder. This is normally under your home directory (Users/<username>).
