Did your corporate security folks take away some of your access rights?
I would start by checking to see if you have local admin rights (assuming you had them before) by running this command:
net localgroup administrators
Why is services startup tab is missing in ClearCase?
All of a sudden Services startup tab is missing in clearcase control panel applet.
Does any one about this error?
Pls Let me know the resolution.

Nothing to add to Bob's reply about the disparition, but you get the functionality from the command line with:
sc query cccredmgr
sc query LockMgr
sc query Albd
sc start cccredmgr
sc start LockMgr
sc start Albd
